2. CENTRAL UNION.
The Officer i/c Fisheries is chairman, the members include S.Y. Lin, representatives from the 4 District Syndicates and from the Wholesale Market. Representatives of the HongKong Chinese Fishermen's Association are invited to attend. Later representatives from the fresh and salt fish retailers may also be invited.
The Union meets weekly when the Chairman gives a report on the working of the organization, raises problems for discussion, answers questions and announces policy.
The Union is, or will ultimately be responsible for the organization and functioning of the District Syndicates and of the Wholesale Market.
The Union meets at the Fisheries Department, 2nd. Floor, Mercantile Bank Building.
3. DISTRICT SYNDICATES.
They are responsible for the payment of loans from fu :ds allocated to them by the Fisheries Department, for the sale of ice, rice, kerosene and salt at prices and in amounts fixed by the officer 1/c Fisheries.
They are responsible for the registration of the
fisherfolk, and of their junks.
Aberdeen.
The Fish Curing Station erected prior to the war is used as headquarters and as a store for essential materials. (There is no ice store yet: it will have to be constructed soon). The old gutting shed is used as a carpenters' shop where tubs etc. are manufactured from kongs built prior to the war for the salt fish reserve. Lorries can be garaged in the yard.
Shaukiwan.
A new four storey building (erected by the Japanese Fisheries Organization and taken over by the Department) is the headquarters of the District Syndicate. This contains an ice store, a rice store, yards for kerosene storage, offices, conference rooms, etc., etc. There is a covered market used as a garage for lorries and rooms suitable for school rooms for children.
Cheung Chau.
A new small 3 storey building (erected by the Japanese) should be taken over for the District Syndicate. I have written to the Accommodation Officer for authority to do so. The entire ground floor is an ice store, the two upper floors offices.

Tai 0.
A rented house is used; the quarters are poor and it will be necessary to build permanent quarters when such is feasible.
WHOLESALE MARKET, KENNEDY TOWN.
The entire market has been taken over. (The D.M.S. described it as a white elephant!). A section was enclosed by the Japanese this is now used as offices they also built in a small insulated ice store, which is useful.

There is ample space, pro. tem., for auctions of fresh fish, salt fish and pond fishm for the garaging of lorries, for a fitters' shop (to be built), for a rest room (to be built) for a restaurant for workers, sellers and buyers (to be built) and for stores (to be built).
